The strong mining urn (empty) is created by using an earth rune on a strong mining urn (no rune). It can be used to collect ore slivers while mining rocks that require level 70 Mining or lower. Once it starts to get filled, it becomes a strong mining urn. However, the urn will not fill whilst mining in the clan camp.
