The minnows are scenery that appear swimming around the Deep Sea Fishing hub, in the river east of Fort Forinthry, in Lake Egg, in Paddlington, and in the Everlight porcelain clay mine.

They can only be examined, though the clickboxes are very small. In the Everlight porcelain clay mine, they are technically on a different floor than the player, so they cannot be examined there.
