The pirate message is a note that is needed to complete Pirate's Treasure. It can be obtained by using the key that Redbeard Frank gives you during the quest on a chest in an upstairs room of the Blue Moon Inn. The message lets the player know that the treasure is buried somewhere in Falador Park. It has no use whatsoever after the quest.
