The Fayre dancer emote pack 1 token is a reward from the Spring Fayre. It can be purchased from Nixie or the cosmetic stall for 49 RuneCoins. Activating it unlocks the Dance Step and Samba Step emotes and consumes the token. Once the emotes have been unlocked, activating the token isn't possible.
It was re-released for the Spring Festival (2022) as a possible reward from the mystery egg which gives four prizes at the cost of 3,000 Spring Tokens.
