Richie is the activity pet for wealth. Players can incrementally unlock four versions of him by donating money to him at cumulative thresholds of: 100 million coins, 1 billion coins, 5 billion coins, and 10 billion coins.
Players can unlock Richie initially at the Grand Exchange in Varrock, where he can be found sitting on the eastern desk inside the Grand Exchange, next to a Grand Exchange clerk. Players must give him 100,000,000 coins to gain him as a pet; this does not need to be given all at once.
Examining the pet shows how many coins the owner has given him.

Richie is a fancy magpie with very expensive tastes. If you can help him accumulate 100,000,000 Gold Pieces, he'll follow you anywhere - and when you reach even higher wealth milestones, he'll change appearance!
There are four appearances in total, unlocked at 100,000,000GP, 1,000,000,000GP, 5,000,000,000GP and 10,000,000,000GP. Beyond that, you can continue to hand over as much cash as you like for bragging rights.
Before the update increasing the cash amount limit, this pet and the Billionaire title were the only two things in the game at the time that cost more than the maximum amount of coins that could be held in a single stack (2,147,483,647, or just above 2 billion). The 5 billion (as well as "the billionaire" title) and 10 billion upgrades were only able to be bought through multiple payments.
