A wooden cat is a toy that can be made using the Crafting skill, an ability only made available during The Great Brain Robbery. During the quest, 10 of them are needed to fool Rufus the meat trader into thinking they're real cats. You will not be able to craft cats until you have seen a wooden cat walk past during a cutscene during the quest.

They can be made on the clockmaker's bench in a player-owned house with a regular wooden plank and one piece of bear fur, giving 15 Crafting experience. 

Their exchange price is fairly high due to the requirement of them during the quest, although there is no need for players to buy them for such high prices as they can be made midway through the quest itself, thus requiring 10 bear fur and wooden planks.
