Wingsuit v3 can be created by navigating the Stormguard Citadel dig site after first upgrading wingsuit v2 with two gravitron repulsors. It requires level 76 Archaeology and level 40 Smithing, though it can be acquired at level 73 Archaeology with an archaeology potion.

The gravitron repulsors are located in the Nightguard building and Dayguard building. Once they are added to the wingsuit v2, the wingsuit is upgraded to wingsuit v3.

Since the wingsuit v2 can't be obtained outside the tool belt and it's automatically upgraded into v3 upon installing the gravitron repulsors, there is no way to obtain this item in the backpack.

The wingsuit v3 is used in the Howl's Floating Workshop mystery.

Upgrade locations

To upgrade a Wingsuit v2 into a Wingsuit v3, you must find the gravitron repulsors sitting in these locations. They each look like brown marked boxes, similar to the lightning conductors in the previous step to v2.

Visit the Nightguard building located in the north-west part of the Stormguard Citadel: Land on the landing platform of the Nightguard building Pick up the gravitron repulsor on the ground to obtain the first upgrade part.
Visit the Dayguard building located in the south-east part of the Stormguard Citadel: Land on the landing platform of the Dayguard building Pick up the gravitron repulsor on the ground to obtain the second upgrade part.
