If the player does not meet the requirements to start Hero's Welcome:

• Alfrick the Planner: Sorry, I don't need your help right now.
• You currently do not qualify to start this quest. You need
  Level 67 Smithing, level 60 Divination, level 62 Slayer and level 67 Mining.
  You must also have completed the Lunar Diplomacy and Tai Bwo Wannai Trio quests and mastered Barbarian Skilling.
