The towers puzzle scroll is a puzzle that can be encountered in master-tier clue scrolls - as a possible result of solving an anagram clue. Once the puzzle is solved, it should be returned to the NPC that gave it to you to progress the trail.
The goal is to play a game similar to sudoku, where the numbers 1-5 (representing the heights of towers) must be placed in a 5x5 grid such that each row and column have one of each number. The numbers around the edge are the number of towers that can be seen from that location, and taller towers obstruct the view of smaller towers behind them. Some tower puzzles have multiple solutions - in which case, all will solve the puzzle to progress the trail.
