The article says: "Another theory is: Since the Dragonkin were forced to be guardians over the Stone of Jas, the cut-scene may be hinting that their power and duty to protect the Stone has returned. Since Lucien has stolen the Stone, the Dragonkin may be able to finally leave the fortress that they have been forced in for so long and are given free reins to do whatever it takes (with whatever power) to retrieve the stone. They have been waiting for the Stone to be taken."
but I thought that:
"Articles are not the place for speculation about future updates. Future content should not be discussed in the article namespace, unless it has been explicitly mentioned on the official Jagex or RuneScape sites.
