I'm confident that you don't need to start Ghosts Ahoy to enter this place but I'm not 100% positive. You just pay 2 ectotokens.

I think Ghosts Ahoy actually starts inside the town, at the blue star icon near the northern end, inside the walls. Leevclarke ^talk 11:30, 27 June 2008 (UTC)

Request to add history section

You can get ecto-tokens outside of the town by using bones, pots, and buckets to worship if you have no ecto-tokens. You must be wearing a ghostspeak amulet to pass through the barrier by paying two ecto-tokens. I have tested and confirmed it before doing Ghosts Ahoy. Whether you must wear a ghostspeak amulet after finishing Ghosts Ahoy, I do not know; my guess is that you still need to wear the amulet. Will someone test this for us?
