Requirements

Maybe I'm misreading it, but from the newspost it doesn't seem like rebuilding Edgeville is a requirement to get Effy. It just states that any time you use a dragonkin lamp, after today's update, you'll have a chance at it. Samberen 10:54, April 9, 2018 (UTC)

I just rewatched the April month ahead video and Osbourne says "...gain a dragonkin lamp and unlock the chance of owning Effy..." So I suppose this confirmation? Talk to Kelsey 11:02, April 9, 2018 (UTC)
