The metal scrap is obtained by an attacker role after the Penance King vomits it out (after feeding it poisoned meat). Attackers must use them on the anvil in the eastern side of the cave, creating a barrel. Five barrels are necessary to deposit them into the chute to the west. Once all players have deposited five of their roles items, the attacker can collect an attacker's flamethrower.
