A highwayman can be found in the Port Sarim jail as part of the Celebration of Quests during the Grand Party in the 20th Anniversary celebrations. He's in jail for stealing Eli's map and the player must visit him and retrieve the tiny pieces of map to find a clue leading to Mr Mordaut.
