Hefin monks can be found in the Hefin Cathedral in the Hefin Clan district of Prifddinas. They are the only people to sell cleansing crystals, which can be used to train prayer inside the Cathedral. They cannot be talked to, instead they only have a "trade with" option.

They play a very small role in The Light Within, helping the adventurer and Lady Hefin cleanse the Corrupted Seren Stone into the Seren shard of wisdom.
