To cut to the chase:
We need a location license for images, and we need to reorganize the various categories and subcategories that contain location-related images.

1. Propose: The addition of a {{location license}}, to be used like any other media license currently available on the wiki.

2. Propose: That "location" be defined as a destination, such as a building (Zaff's Staffs), city (Zanaris), or landmark (White Wolf Mountain).

Scenery items should be limited to interactive scenery (Anvils, Trees, Fence gates, Mining deposits, canoe stations, etc), and basic scenery (rocks, cacti, benches, tables, etc).

3. Propose: That [[Category:Location images]] should contain images of actual locations as defined above, and that any other location-related category (such as those listed below) be added separately to individual images.

It's likely that the lack of licensure on location images is due to the lack of actually having a specific location license. At any rate, it makes sense in my mind that there should be a difference in license and organization between a ‘’location’’ like the Clan Citadel and ‘’scenery’’ like an Anvil; location like Deep Sea Fishing and scenery like a Cactus.

It would take a while to comb through and add the license to the correct images, and remove the existing scenery licenses from location images, but it seems like it would benefit the wiki in terms of order and organization. Plus, there would be significantly fewer images without license templates.

The existing Category:Location images has a description stating that it shouldn't directly contain any images (even though there are 183 images already in the category). The description contains the following subcategories that "should be used instead":

I think that these subcategories should be granularized and disassociated with Category:Location images (especially as some of them have nothing to do with "location". In my mind, it would be ideal to lay out a hard-and-fast definition of a "location image", and then go about categorizing images accordingly.

Pros and cons of these proposals? Support/oppose?

Support - It should perhaps be noted that the Category:Scenery images says "This category contains images related to scenery around RuneScape." and doesn't specifically mention interactive scenery. However, I agree that "scenery" (in this context) tends to bring interactive scenery items/objects to mind, rather than locations. I think that making this change would be inline with greater granularity too - Rawny (talk) 22:10, 28 March 2019 (UTC)

Comment/Support - Where do you draw the line between "location" and "scenery"? You mention "interactive scenery" as "scenery" and "landmarks" as "locations". However, you categorised the Deep Sea Fishing Hub as "scenery" which in my opinion would be clearly a location. I'd define "location" as something that is unique to that location and "scenery" as something that can be found in multiple locations or where the location is irrelevant. My mistake, I didn't write that sentence very well. With the semicolon, I intended to continue the pattern of "location, scenery" ie. "Deep sea fishing, cactus". I mentioned both interactive scenery and regular scenery because both currently use the {{Scenery license}}. Modifying those categorizations could be another discussion.
