Three Examiners can be found in the Exam Centre south of the Varrock Dig Site. Any of which can give permission to dig at the Varrock Dig Site during The Dig Site quest.

The characters are also used in Treasure Trails. On receipt of a clue an Examiner will give a puzzle to be completed, similar to the puzzle in the Monkey Madness quest.
