Dwarven Artisan Knife Fletching may be currently unobtainable but can still be activated if owned.

Dwarven Artisan Knife Fletching is a tool animation override that may be obtained during the Travelling Artisan time-limited event. It will override the player's knife when using the Fletching skill.
It may be unlocked by giving Doran the tool artisan a combination of 250 acadia logs, 45 rune bars, 45 gold bars, and 1,000 Travelling Artisan Patches. Doing so required Doran to be at level 15 to make the override.
