Charlie the Tramp, full name Charles Lyeman and also known as Charles E. Trampin, is a tramp who is found right next to the southern entrance to Varrock, at the end of the alleyway to the Black Arm Gang's headquarters. He tells players about the Black Arm Gang headquarters during the Shield of Arrav and Dimension of Disaster: Shield of Arrav quest.
He appears to be wearing villager sandals.
He stars in one of Meg's Cases: Charlie's missing sleeping bag.
He appears in the Varrock Census of Year 160, Fifth Age, with his occupation listed as "Unemployed."

- Despite his apparent poverty, he claims to be surprisingly rich. In the Postbag 31 edition of Postbag from the Hedge (dated 29 May 2008), a player asked him how much money he had received. Charlie's response was: "in the region of maybe... a couple of billion these days, give or take a Christmas Cracker or two." Note that this was before the value of Christmas Cracker climbed to over a couple of billions.
- Charlie was originally known as "Varrock Tramp" in RuneScape Classic.
- Charlie the Tramp is a reference to Charlie Chaplin's famous character, "The Tramp".
- During Meg's cases, it is revealed that Charlie's only two possessions are his sleeping bag and a very old grand exchange receipt, which if given to a Grand Exchange clerk, is revealed to be worth over 100 million coins. When the player tries to claim the money for themselves, the Grand Exchange clerk pretends the money belongs to a person named Adrian, to which the player claims to be Adrian. This lets the Grand Exchange clerk know the player is lying about his ownership of the receipt.
