Burnt shrimp is the result of accidentally burning raw shrimps while attempting to make shrimps. Cooking a shrimp requires 1 Cooking, and burning it will become less common with a higher Cooking level. Shrimp stop being burnt at level 35 Cooking.
The burnt shrimp has no use whatsoever, although you can unsuccessfully attempt to eat it. Like most other burnt food, it is tradeable to other players but not on the Grand Exchange. When Tutorial Island existed, the first shrimp cooked was always burnt.
