Burnt beltfish is the result of accidentally burning a raw beltfish while attempting to make a beltfish. Cooking a beltfish requires 72 Cooking, and burning it will become less common with a higher Cooking level. There is no Cooking level that players stop burning beltfish at, although wearing a Cooking cape at level 99 will prevent them from burning.
