Broken plate can no longer be obtained in RuneScape after an update but still exists in-game for those who had done so.

The broken plate was the item one could receive by spinning a spinning plate shortly after the 2005 April Fools event. A spinning plate used to have a chance of being dropped when the player spun it, turning into a broken plate. The plate would break the majority of the time, and was impossible to repair. This feature was heavily criticised, as players had no option except to discard the now-useless item and buy a new plate. As a result, the plates were hotfixed on the same day to no longer break.

However, Jagex never removed the already broken plates from the game, though they are untradeable, they are discontinued. Jagex released the number of active players with the item still in their banks as of May 2017, revealing under 20 active players still owned at least one at the time, with no more than 184 broken plates shared between those players.[1]
