Boots of lightness are weight-reducing equipment. Although they (or some other weight-reducing item) are required during Temple of Ikov, they are still obtainable and wearable by any member, even if they haven't started the quest.

Climb down the ladder to enter the Temple of Ikov. Head west along the main corridor until you arrive at a staircase. Make sure your light source is lit, and go down the stairs. Go to the small north-east area and try to slash the spiderweb - it may take a few tries. A light source and a knife or any weapon with a slash attack is needed to get to them (the knife on the tool belt will work). The boots respawn in exactly 58 seconds, making it very convenient to pick up several pairs on a single visit. Disabling AoE looting will speed this up, since there is a knife spawn next to the boots.

Boots of lightness lower the player's weight when worn, taking 4.5 kilograms off the player's back. Because of this unusual attribute, Boots of lightness are extremely popular with runecrafters, players training Agility, running all sorts of minigames such as the Sorceress' Garden, and various other uses, because it keeps the total weight of a player down so that run energy decreases slower. This, however, only works on pay-to-play worlds. In free-to-play, they keep their inventory weight of 0.3 kilograms.

Contrary to popular belief, you do not need to complete, start or even have any of the requirements for the Temple of Ikov quest to access or wear these boots.

If lost, they can be retrieved from the dungeon south of Seers' Village, but a light source is required. It can also be re-obtained at May's Quest Caravan after putting 150 quest points into the Hub Track.
