Blue dye bellows are used in the Mourning's End Part I quest. It is made by using blue dye on an empty ogre bellows. If used on a swamp toad in Feldip Hills, it will create a blue toad, which can be loaded into the fixed device to re-dye Farmer Brumty's sheep.
