Banner fragment can no longer be obtained in RuneScape after an update but still exists in-game for those who had done so.

Banner fragments were a reward from the Invasion of Falador, obtainable through supply caches. 10 Banner fragments can be assembled together to make the King Raddallin Banner cosmetic override, and ten more after that can be used to upgrade the banner.
Players could unlock this cosmetic by doing the miniquest without spending banner fragments, which means they could save the 10 fragments for the upgrade instead.
