Arcane Tattoo can no longer be obtained in RuneScape after an update but still exists in-game for those who had done so.

The arcane tattoo is a cosmetic item worn on the head. The item could be randomly received from the Squeal of Fortune. It has no stats.
During the first May Madness weekend, the rarity of the tattoos and horns were greatly lessened. Thus, many players would have a tattoo. However, the Arcane Tattoo was never placed on the uncommon/common slots and remains one of the rarest items in-game.
